O racismo e a xenofobia não são flor que se cheire

Gostam muito de dizer certos racistas e determinados xenófobos cá da terra, que as estrangeiras em portugal têm uma apetência especial pelo crime. Que a sua cultura e a sua herança hereditária são factores de marginalidade social e de incapacidade de adaptação. Gostam muito de o afirmar e com isso justificar o seu ódio ou desprezo por pessoas que consideram inferiores ou, quando muito, diferentes e portanto que não se devem misturar.

Por outro lado há quem afirme que o racismo e a xenofobia são atitudes baseadas na ignorância e no medo. Que não têm fundamento as ligações entre raças/imigração/estrangeiras com a criminalidade. Esta perspectiva é bem mais sensata pois assenta numa análise mais profunda da realidade. É o caso do estudo A Criminalidade de Estrangeiros em Portugal - Um Inquérito Científico que desmonta a argumentação xenófoba e ataca severamente os preconceitos racistas.

Deste estudo retiro o seguinte gráfico que mostra bem a deturpação a que os dados disponíveis estão sujeitos. Deturpação essa veiculada por pessoas mal-intencionadas, geralmente ligadas à extrema-direita.

Cada quadradinho é um concelho. No eixo horizontal vê-se a percentagem de estrangeiras por concelho. A grande maioria dos concelhos em portugal tem menos de 2% de estrangeiras. No eixo vertical vê-se o número de crimes por cada mil habitantes cuja maioria está em os 10 e os 30 crimes por cada mil habitantes no ano de 2001.

A primeira conclusão que se pode tirar é que não há uma variação significativa na criminalidade conforme aumenta o número de estrangeiras. Retirando o caso atípico do concelho de Albufeira a recta passaria inclusive a ter uma inclinação negativa.

Uma deturpação tipicamente xenófoba concluiria que de facto a recta sobe e isso prova que a criminalidade aumenta conforme aumenta o número de estrangeiras. Esta análise está errada já que não leva em consideração as condições de vida em Portugal. Foi isso que foi feito no estudo acima referido. Através dele ficamos a saber que "os estrangeiros superam os portugueses em termos de proporção de homens e de jovens, registando ainda maior proporção de solteiros, menor integração em núcleos familiares e menor religiosidade que os residentes nacionais". Têm mais habilitações escolares mas ocupam trabalhos com funções menos qualificadas. "Não apenas estão claramente mais dependentes do trabalho para ganhar a vida, como trabalham mais duro do que é legal exigir-se-lhes e fazem deslocações pendulares mais demoradas. Vivem, sem grande privacidade, em casas demasiado pequenas e lotadas, das quais não são proprietários e que pagam mais caras do que os portugueses."

Parece evidente que há uma desigualdade muito grande de condições sociais, com clara desvantagem para as estrangeiras. O percurso que leva à criminalidade está muito associado à existência ou não destas condições.

Se discriminarmos por nacionalidades vemos que o caso excepcional das colombianas (6%) faz subir bastante a percentagem do lado das estrangeiras. Seguem-se-lhe a grande distância as italianas com apenas 1% de reclusas e depois, muito perto umas das outras, as restantes nacionalidades.

Ao analisarmos estes dados é preciso ter em conta os crimes relacionados com tráfico de droga perpetrados muitas vezes não por imigrantes mas por pessoas que estão no país de passagem ou por períodos muito curtos. Evidentemente, não são estes os alvos preferenciais das hordas xenófobas.

(acho ridículo o eufemismo que foi arranjado para designar as prisões, com toda a brutalidade que elas implicam. Residência em convivência prisional? Chega a ser maléfico).

Tanto o gráfico como a tabela dão-nos informações que podem ser facilmente deturpadas. Basicamente é em números falaciosos e retirados do contexto que se tem apoiado a propaganda de extrema-direita. Com isso tem-se conseguido veicular ideias erradas nos meios de comunicação que se prestam de bom grado a esse papel. A influência desta propaganda na opinião pública é notória e suporta a manutenção de atitudes preconceituosas enraizadas no pensamento popular ao longo dos tempos.

Se levares para a Damaia os racistas e xenófobos que por cá há, podemos negociar.

Uma nota: é precisamente ao pegar em casos que nos estão próximos que somos levados a fazer generalizações abusivas. O estudo de que o artigo fala demonstra que a realidade é outra.
